Question regarding Outlook 2000

Hope someone can help me...

Is there a way to insert a picture directly into an email message using "rich text" in Outlook?. I know how to do it in word, but was wondering if this can be done in Outlook, without a pic attachment.

I've received emails like this and was wondering how it's done.

Start a message
Make sure the message is in html format
Hit Insert > Picture
Browse to where the picture is.
