How about going into safe mode and doing it from there or with the un-install of the program you are trying to get rid of rather than the Windows uninstall.
That doesn't work either :( I can't uninstall norton or install apps.

That sucks all I can think is try doing all the Windows updates and see if that fixes the problem, came across this on the M$ site likely not your problem (http://support.microsoft.com/default.aspx?scid=kb;en-us;265829) but maybe a look would help.:)
Try Wingnut's suggestion. If it doesn't help you might want to try a repair of Win2K
Follow the following steps.
1) Make sure CD-Rom is first Boot Device in your Bios
2) Insert your Windows 2000 CD
3) Once this is done boot up using CD-Rom Drive. ( When "Hit any Key to Boot From CD-Rom" appears on screen, hit any key on keyboard to invoke CD-Rom boot)
The "Repair Options" screen will eventually appear after Windows 2000 has loaded in device drivers. Press "R" to begin repair process.
Soon you will see another "Repair" menu. Select "F" to perform all repair options.
Now the "Emergency Repair Disk" menu will appear. If you have created the Emergency Repair Disks hit enter or else press "L"
Windows 2000 will now search for installs on your system
The "Windows Installs" menu will appear. If you only have one install then press "ENTER" on your keyboard to continue. Or if there's more than one select the installation you wish to repair and then hit "ENTER"
Windows 2000 will now repair your system either from the Emergency Repair Disks (ERD) or from the CD, once done your system will reboot and hopefully everything will be working fine
Well I ended up formatting and installing 2k only to upgrade to xp...I had a lot of problems with 2k so I just said the he11 with it. So far xp is very smooth. A lot better then I thought. But my internet is crap this weekend(Rogers:mad: ) so getting it back up is hell. Got someone from rogers coming today..

Ash did you by any chance just finish updating Norton Internet Security before you run into all the problems? cuz I just spent the morning reinstalling XP then unistalling Norton Internet security because my computer screwed up big after the update to NIS.:(
no it was all my modem. I had the docsis. The rogers tech guy came (this guy knew his stuff) and said the first installation was wrong so he fixed my tv too :D then he tried out the modem and switched it with the toshiba one. Now everything is A OK :D
